SOFII is a program designed to promote growth among small and medium-sized businesses in Southwestern Ontario

The SOFII program supports high-growth, innovative Small and Medium-sized Enterprises (SMEs) in rural and urban communities by offering loans of $150,000 to $500,000 to support all aspects of growth challenges facing them. Launched by the Federal Economic Development Agency for Southern Ontario (FedDev Ontario) in July 2012, the program offers $20-million through its Prosperity Initiative. The loans are intended to help finance:

  • Late stage commercialization;
  • New product or service development;
  • New applications or markets; or
  • Development or implementation of new processes or technologies.

Geographic Area

Eligible businesses will be situated in the geographic area described as South Western Ontario. Both urban and rural centres are serviced by SOFII.

The West Region (WOCFDCA) will service the following areas as outlined in the census divisions: Brant, Bruce, Chatham-Kent, Dufferin, Elgin, Essex, Grey, Haldimand-Norfolk, Halton, Hamilton, Huron, Lambton, Middlesex, Niagara, Oxford, Peel, Perth, Simcoe, Waterloo, and Wellington.

The East Region of Southwestern Ontario will be handled through the Eastern Ontario Community Futures Development Corporation.

Repayable Financing

Repayable financing at competitive interest rates determined through a risk assessment will be made available to qualified businesses. There are no fees to apply for financing from the SOFII. The only expenses are for the preparation of legal documentation of the loan and the registration and discharge of security where applicable.

Approval Process

Interested businesses will need to register to verify eligibility for a SOFII loan. Eligible businesses are then required to complete and submit a Pre-Qualification form and provide supporting documentation.

Pre-Qualification submissions are reviewed by our Regional Advisory Committees and successful candidates will be invited to submit a Loan Application.

Financing approvals will be based on the completion of a detailed loan application; rigorous due diligence during the review of the application; and the approval of the loan with appropriate terms and conditions as recommended by the SOFII loan committee.

Business Registration

Business Registration is required to commence the SOFII loan application process. Registration of your business will establish a secure online account to enable you to easily complete, edit and submit the required documentation as well as up load any supporting documentation.

Staff, Volunteers and Committee members have committed to an Oath of Secrecy and the website is deemed fully secure. Review WOCFDCA privacy policy and oath of secrecy statements and confidentially agreements.


SOFII funding is based on a set of criteria that establishes eligibility. To review and determine your eligibility, first register your Business. Then complete the on-line Self-Determined Eligibility checklist. If there is any question as to your eligibility, please complete the checklist and submit for review by staff. Prior to submission of the pre-qualification eligibility must be verified.


Potential applicants will provide project and business details for initial Due Diligence and Assessment. This information must include the following:

  • Pre-Qualification Agreement
  • Executive Summary   

And may also include:

  • Business Plan (Required for the formal Loan Application)
  • 3-yrs of Accountant Prepared Financial Statements (Required for the formal Loan Application)
  • Technical assessments, Reviews or Third Party Valuations

Information from the Pre-Qualification will assist the SOFII staff in providing feedback to the applicants on whether the concept is eligible to proceed to the loan application.

Loan Application

Qualified Applicants will be invited to complete a Business Loan Application which may include, but is not limited to the following:   

  • Personal statement of affairs
  • Business bank/credit information
  • Disclosure and release statement
  • Acknowledgement of the Regional Office privacy statement
  • List of business assets
  • All Pre-qualification documentation.

Loan Applications and supporting documentation will be reviewed and applicants will be notified of decisions including written notification.
